Description:

OBJECTIVES
The overall objective of the 2001 Phare Child Protection programme is to support the development and reform of the child protection system in Romania by supporting projects proposed by the Romanian decentralised child welfare authorities.

The specific objective of the Grant programme, supported through the financing of grant assisted projects, is to support the development of alternative childcare services (“services”) in Romania that will enable old style large institutions to be closed.

WHO CAN APPLY
County Councils through their Specialised Public Services for Child Protection (SPSCPs).
Partners of applicants must be non-profit organisations/institutions (from Romania or other Phare countries or EU countries), local councils of Romanian villages or towns, other Directions for Child Protection, County Councils.

ELIGIBLE ACTIVITIES
Each application shall be for one project that should be targeted at one specific old style large institution and include provision for the range of services required for that institution to be closed.
Activities (services) eligible for funding under this Grant scheme are:
- Family type homes including matching emergency reception and assessment centres
- Day care centres
- Recuperation centres
- Foster care networks
- Maternal centres
- Emergency Fund

Priority will be given to projects that will close institutions:
- for children up to the age of 3,
- camine spital and
- old style large institutions with more than 100 children.

FINANCING CONDITIONS AND BUDGET LIMITS
Between 30,000 and 800,000 EURO/project.

Each project will consist of one or more services. The maximum number of services per project is 4 (four) plus the Emergency fund (if it is applied for).

For each of the services to be included in an individual project, the amount is between 30,000 euro and 150,000 euro (for closure of an institution, other than a camin spital)/ 250,000 euro (for closure of a camin spital).

A grant may finance up to 100% of the total project costs that are eligible.

DURATION
The duration of a project may not exceed 18 months.

Applications must be received in a sealed envelope by registered mail, by express messenger or by hand-delivery (a signed and dated certificate of receipt will be given to the deliverer) to the address indicated below:

Applications sent by any other means (e.g. by fax or by e-mail) or delivered at other addresses will be rejected.

Applications (application form and annexes) must be submitted in one original and five copies together with a diskette version.

14 February 2003 at 16.00 h.
