Support for Democracy for Countries of Central and Eastern Europe, Including the Republics Formerly Part of Yugoslavia

There will be no call for proposals to allocate the 2000 funding. A call for proposals concerning the 2001 budget is expected at the end of 2000.

Objectives
This program, formerly known as the Phare Democracy program, is now part of the European Initiative for Democracy and Human Rights.
The program aims to support:

the development of democracy, the rule of law and civil society;
-
the peace process, efforts to appease tensions and develop democracy, including the promotion of free and independent media in the republics of former Yugoslavia;
-
interethnic dialogue;
-
associations actively campaigning for the restoration of democracy in civil life (including regional NGOs, trade unions and women’s organizations);
-
equal participation of women in decision-making processes;
-
media and press freedom;
-
democratic and vulnerable groups.
Support for the establishment and maintenance of rehabilitation services for victims of torture and their families can also be financed.
Eligibility
In 1999 regional or international organizations, NGOs, national, regional and local authorities and official agencies, community-based organizations and public or private sector institutes and operators acting either individually or in consortium with other eligible entities were eligible for funding. The 2000 guidelines have yet to be drawn up.
The budget line covers both macro-grants, which are allocated via a call for proposals announced by the Commission in Brussels, and micro-grants which are managed by the Commission’s delegations in the countries concerned.
There has been a tendency within the Commission to use the macro-grants to fund mainly large-scale projects by Western European NGOs with a significant track record. It is still unclear what the minimum size grant will be in 2000, but previously the minimum size of most grants was 500,000 Euro.
The micro-facility provides grants up to 50,000 Euro. It is, however, unclear when/whether money will become available to the delegations to fund projects. In any case it will vary from country to country, so please contact the delegation of the European Commission in your country to obtain further information.
