Important Remark
The first phase of the Socrates program ended after 5 years on 31 December 1999. The formal decision of the European Parliament and the Council establishing the second phase of the Socrates program (SOCRATES II) was not taken until 24 January 2000. In order to preserve the continuity of the program the decision has therefore been made to implement SOCRATES II in two stages.
In Stage I the actions of the program will run along similar lines to SOCRATES I. Nonetheless, it must be noted that a number of changes have been introduced, in accordance with the SOCRATES II decision. Applicants are therefore advised to read carefully the Guidelines for Applicants 2000 and to use them in conjunction with the Guidelines for Applicants 1998. Stage II will introduce a number of more substantial changes to the program compared with SOCRATES I. This second stage of implementation will take effect in 2001. The Guidelines for Applicants 2001 should be published in Spring 2000. For certain SOCRATES II Actions the first deadline for the submission of proposals will probably be in November 2000.

Objectives
Socrates II places the emphasis on lifelong learning as a means of fostering active citizenship and enhancing employability. Its objectives are the following:

to strengthen the European dimension in education at all levels and to facilitate wide transnational access to educational resources in Europe while promoting equal opportunities throughout all fields of education;
-
to promote a quantitative and qualitative improvement of the knowledge of the languages of the European Union, in particular those languages which are less widely used and less widely taught;
-
to promote cooperation and mobility in the field of education;
-
to encourage innovation in the development of educational practices and materials and to explore matters of common policy interest in the field of education.
These objectives will be pursued by means of the following actions:

school education (Comenius) - which contains an action for Roma children;
-
higher education (Erasmus);
-
adult education (Grundtvig);
-
teaching and learning of languages (Lingua);
-
open and distance learning - information and communication technologies in the field of education (Minerva);
-
observation and innovation in education systems and policies.

joint actions linking SOCRATES with other Community programs
-
accompanying measures.
Eligibility
Universities, schools and higher education establishments are eligible for funding.
Geographical Area
EU, EFTA countries, all 10 accession countries plus Cyprus. The participation of Malta and Turkey are also being considered.
Deadline for Funding
Deadlines vary greatly depending on which form of action you are submitting. Please consult the official guidelines which are available on the website below mentioned, or can be obtained from the relevant National Agency in each country.

Application and selection procedures for Socrates vary considerably with each action. All necessary details are contained in the official guidelines.
