Important Remark
Although funding is currently only available to organizations from the EU, CEE-based NGOs are strongly encouraged to participate as partners. Priority will be given in all areas to projects that involve the CEE countries as partners. The Commission may launch a proposal to open this program to the accession countries in the near future.

Objectives
The program aims to extend and strengthen existing cooperation in the matter of asylum, immigration and the crossing of external borders (and the security of travel and identity documents) within the Member States of the Union, and enhance cooperation in the same areas with accession countries.
In order to meet these objectives, the program includes the following:

training, ranging from basic training to top-level specialist training and training for instructors;

exchanges of officials or those responsible for the matters to which the program relates;

studies and research and the dissemination of information.
Priority will be given to cooperation projects to familiarise applicant countries with the accumulated body of EU law relating to the areas of asylum, immigration and the crossing of external borders. 2000 is the third year of implementation of the five-year program.
Eligibility
Administrations of EU member states responsible for asylum, immigration and the crossing of external borders, or other civil service departments, in particular those responsible for training officials in these fields, and higher education and research institutions, NGOs, associations and foundations.
Geographical Area
EU (CEE can participate in projects but not apply).
